Course Design & Legislative Support

Courses designed to the letter of the law.

AHEG does more than advise. We design complete higher education courses, curricula and supporting systems, engineered directly against the legislative instruments that govern the sector - so accreditation is a formality, not a fight.

The five instruments

Everything we build is mapped to these.

01
Tertiary Education Quality and Standards Agency Act 2011

The TEQSA Act establishes Australia's national regulator for higher education and the framework for provider registration, provider categories, course accreditation and self-accrediting authority. Every AHEG registration and accreditation engagement is structured around the Act's requirements, from initial application through to conditions, renewals and category changes.

  • Provider registration and renewal under the Act
  • Provider category and self-accrediting authority applications
  • Course accreditation and renewal submissions
  • Responses to conditions, compliance assessments and regulatory correspondence
02
Higher Education Standards Framework (Threshold Standards) 2021

The HESF is the benchmark every registered provider must meet, across student participation and attainment, learning environment, teaching, research, institutional quality assurance, governance and accountability, and representation. AHEG audits, policies, governance structures and course designs are mapped clause-by-clause to the Framework.

  • Clause-by-clause HESF gap analysis and evidence mapping
  • Policy and procedure suites aligned to all seven domains
  • Academic governance and corporate governance structures
  • Internal quality assurance and benchmarking systems
03
Education Services for Overseas Students Act 2000

The ESOS Act protects international students studying in Australia and sets the obligations of CRICOS-registered providers - from tuition protection to provider default and student transfers. AHEG guides providers through ESOS obligations at registration and in everyday operations.

  • CRICOS registration and ESOS compliance frameworks
  • Tuition Protection Service obligations
  • Written agreements, refunds and provider default procedures
  • ESOS compliance audits and rectification
04
National Code of Practice 2018

The National Code sets eleven standards for providers of education and training to overseas students: marketing, enrolment, written agreements, education agents, younger students, student support, transfers, complaints and appeals, deferment and suspension, completion within expected duration, and additional registration requirements. AHEG builds compliant systems for every standard.

  • Policies and procedures for all eleven standards
  • Education agent management and monitoring frameworks
  • Student support, welfare and critical incident systems
  • PRISMS reporting and CoE management
05
Australian Qualifications Framework (AQF)

The AQF defines the levels, qualification types and learning outcomes for Australian qualifications. AHEG's instructional designers build courses from AQF level descriptors up: learning outcomes, volume of learning, assessment design and qualification specifications that withstand accreditation scrutiny.

  • AQF-aligned course and curriculum design
  • Learning outcomes and graduate attribute mapping
  • Volume of learning and credit arrangements
  • Assessment frameworks aligned to level criteria
